On October 27th and 28th, AFROPAC and the Global Fund will convene in Rwanda for their third multi-country engagement.
Rwanda’s 2023 PEFA underscores its dedication to Public Financial Management (PFM), with an impressive overall score of B+ for legislative scrutiny. The country excelled in areas such as audit hearings, recommendations, and transparency. However, there is room for improvement in the timeliness of scrutiny, which received a C rating.
The effectiveness of PFM reforms is most evident when oversight institutions, such as Supreme Audit Institutions (SAIs) and Public Accounts Committees (PACs), evaluate not only financial compliance but also the economy and effectiveness of public spending. Rwanda exemplifies the strong capabilities of PACs in this regard.
