The effectiveness of public financial oversight in Africa is fundamentally anchored in the
collaborative relationship between Public Accounts Committees (PACs) and Supreme Audit Institutions (SAIs). AFROPAC and AFROSAI continuously work to enhance the relationship between the auditors and Parliamentarians and engage in several capacity-building initiatives related to oversight to this effect. The collaboration of both institutions also includes thematic areas such as debt and IFFs in the extractive industries.

AFROPAC collaborates closely with the African Union Commission (AUC), particularly the Department
for Economic Development, Trade, Tourism, Industry and Trade (ETTIM), on key initiatives, such as capacity building for Members of Parliaments on thematic areas like Illicit Financial Flows (IFFs) and debt. Notably, AFROPAC is part of the Multi-Donor Action on fighting tax-related Illicit Financial Flows in Africa, which is spearheaded by the AUC ETTIM and co-financed by the European Union (EU), the Ministry for Foreign Affairs of Finland (MFAF), and the German Federal Ministry for Economic Development and Cooperation (BMZ) and implemented by GIZ through the Good Financial Governance in Africa (GFG) Programme.

AFROPAC recognizes the Pan-African Parliament (PAP) as a vital strategic partner in its mission
to strengthen legislative oversight, promote transparency, and ensure the efficient use of public resources across Africa. As the legislative arm of the African Union, PAP plays a pivotal role in shaping continental policy dialogue and providing political legitimacy to initiatives that promote good governance and financial accountability.
Through its Committee on Audit and Public Accounts (CAPA), PAP shares a common agenda with AFROPAC in advancing parliamentary oversight of public finances. This collaboration extends beyond institutional cooperation; it represents a deliberate alignment of mandates to close accountability gaps within national and regional governance systems.
