Hon. Nicholas S. Tindi Mwale
The Honorable Nicholas S. Tindi Mwale is a distinguished Kenyan legislator representing Butere Constituency since 2017. He currently serves as the Chairperson of the Public Accounts Committee and the Deputy Secretary-General of the African Organization of Public Accounts Committees (AFROPAC).
A dedicated public servant and financial expert, he is recognized for his commitment to accountability, good governance, and sound fiscal policy within Kenya’s Parliament. During his first term (2017–2022), Hon. Mwale was a key member of the Energy Committee and the Committee on Delegated Legislation and served as the Deputy Chairperson of the PAC before being elected Chairperson.
As a trained business strategist, financial expert, and philanthropist, Hon. Mwale remains a steadfast advocate for development and accountability. Through the Tindi Mwale Foundation, he champions for engagement in community development and socioeconomic growth across Kenya.
He holds a Bachelor of Business Administration in Entrepreneurship and Investments, a National Diploma in Aeronautical Engineering, and is currently pursuing a Master’s in Finance and Financial Management.
Hon. Issouf Traoré
The Honourable Issouf Traoré is an esteemed Ivorian legislator representing the communes and sub-prefectures of Bako, Bougousso, and Dioulatiédougou. His dynamic political career began in 2011 when he joined the National Assembly of Côte d’Ivoire. Since 2021, he has served as the Chairperson of the Economic and Financial Affairs Committee in the National Assembly and Chairperson of the West Africa Association of Public Accounts Committees (WAAPAC) since 2024
Prior to his election as a Member of the National Assembly, Mr. Traoré held several senior positions within the Ivorian administration, including serving as Director of Planning and Statistics at the Ministry of Technical Education and Vocational Training from 2008 to 2010, and as Director General of the National Land Transport Company (SONATT) from 2011 to 2014.
Hon. Abena Osei-Asare
The Honorable Abena Osei-Asare has achieved a significant milestone as the inaugural female Chairperson of Ghana’s Public Accounts Committee (PAC) and serves as the Deputy Chairperson of the African Organization of Public Accounts Committees (AFROPAC). A distinguished financial expert and seasoned legislator, she has represented the Atiwa East constituency since 2013 and has played a vital role in Ghana’s economic governance and fiscal oversight.
Prior to her current appointment, she served as Minister of State at the Ministry of Finance until January 2025 and was the Deputy Minister for Finance from 2017 to May 2024. Within Parliament, she has been a vigorous advocate for fiscal transparency and governance, having served on the Public Accounts Committee from 2013 to 2017.
In these capacities, she was instrumental in formulating Ghana’s fiscal policy, spearheading revenue mobilization initiatives, and ensuring the effective implementation of the national budget.
Honorable Osei-Asare is a Fellow of the Association of Chartered Certified Accountants (ACCA) in the United Kingdom and a member of the Institute of Chartered Accountants, Ghana (ICA). She holds a Master of Science in Development Finance from the University of Ghana Business School and possesses a robust background in financial management, which includes substantial experience in banking and treasury operations with Barclays Bank Ghana (now ABSA) and her tenure as Assistant Director of Finance and Facilities at New York University (NYU) in Ghana.
Hon.Valens Muhakwa
The Honorable Valens Muhakwa is a distinguished Rwandese legislator currently serving as a Deputy in the Chamber of Deputies of the Parliament of Rwanda since September 2018. He holds the esteemed position of Chairperson of the Parliamentary Accounts Committee (PAC), a role he has fulfilled since June 2020. Hon. Muhakwa is the Chair of the Eastern Africa Association of Public Accounts Committees (EAAPAC) and also serves as an executive committee member of the African Organization of Public Accounts Committees (AFROPAC).
His professional journey includes significant legal advisory roles, including serving as a legal specialist with the National Rehabilitation Service and as a legal officer at Rwanda Polytechnic. As a member of the Parti Social Démocrate (PSD), he actively contributes to the legislative framework and policies that shape Rwanda’s governance and development.
Hon. Muhakwa possesses a Master of Laws (LLM) in Public International Law, showcasing his commitment to legal excellence and expertise.
Hon. Mark Botomani
The Honorable Mark Botomani is a distinguished legislator from Malawi and a specialist in Development Communications representing Zomba Chisi Constituency since 2015. He currently serves as the Chairperson of the Public Accounts Committee (PAC), Parliament of Malawi and holds the position of Secretary-General of the African Organization of Public Accounts Committees (AFROPAC).
He previously served as the Minister of Information, Civic Education and Communications Technology in Malawi between 2019-2020 .Throughout his tenure as a legislator, he has contributed to various parliamentary committees, including the Budget and Finance Committee, the Government Assurances Committee, the Health Committee, the Commissions; Statutory Corporations, and State Enterprises Committee, as well as the Media, Information, and Communications Committee.
Hon. Botomani possesses a Bachelor’s degree in Mass Communications and is currently pursuing a Master’s degree in Development Studies from the University of Malawi (UNIMA). He also holds multiple professional qualifications in Sustainable Development, Information Technology (IT), and Strategic Communications, from institutions in Canada, South Africa, Nigeria, and Kenya.
Hon. Madala Mhlanga
The Honorable Madala Mhlanga is a prominent legislator from Eswatini, representing the Mhlangatane Constituency. In addition to his role as the Deputy Speaker of the Eswatini House of Assembly, he also serves as the Chairperson of the Public Accounts Committee and the Treasurer-General of the African Organization of Public Accounts Committees (AFROPAC).
Serving his second consecutive term in parliament, he has built a strong reputation for his dedication to public service and community development. His extensive experience includes significant roles, Chairperson of the Ministry of Natural Resources Portfolio Committee and member of the Finance and Economic Planning Portfolio Committee. Hon. Medard Lubega Sseggona
The Honorable Medard Lubega Sseggona is a distinguished Ugandan legislator, lawyer, and advocate for public accountability. He has served as a Member of Parliament for Busiro County East since 2011 and currently chairs the Public Accounts Committee on Commissions, Statutory Authorities, and State Enterprises (PAC-COSASE) in the Parliament of Uganda. He also serves as the Chairperson of the African Organization of Public Accounts Committees (AFROPAC).
Previously, he served as the Minister for Information in the Kabaka’s Cabinet and as the Spokesperson of the Buganda Kingdom. He also held the position of Shadow Minister for Justice and Constitutional Affairs for ten years.
Beyond his legislative and legal endeavours, he has undertaken extensive research and written on critical topics such as constitutionalism, human rights, commercial law, and litigation. Notably, he played a pivotal role in landmark litigation that culminated in the nullification of military courts in Uganda, demonstrating his commitment to upholding justice and the rule of law.
